Abstract

The Federated States of Micronesia score a GEVI of 56.6 (90% interval 51.5 to 60.3), third of 15 and in the Partial band. The rank rests on two strong inputs, a 37.5% share of women among ministers and a firm-ownership figure of 86.8%, and the second of these dates from 2009. Four of 13 inputs are imputed (blind-spot ratio 0.31), and three measured inputs are graded B for age.

The FSM have the highest institutional visibility score in the series (D4 = 0.495) because women hold 37.5% of ministerial posts and 21.4% of congress seats, the highest parliamentary share after Timor-Leste and Palau. The weak points are data and management: only 3 of 12 rows are measured and women hold 18.2% of senior and middle management (2014).

Priorities include Refresh the 2009 and 2014 inputs; Publish labour indicators by sex to replace four imputed inputs; Protect what is working.

How the index is built

Dimensions are simple means of their indicators. The index uses a weighted geometric mean. Imputed inputs use the series medians; these are placeholders, not observed country outcomes.

Dimension scores and aggregation trace
DimensionScore DWeight wD^w
D1 Labour participation0.7490.250.9302
D2 Job quality and seniority0.6910.200.9286
D3 Enterprise and legal rights0.6060.200.9046
D4 Institutional visibility0.4950.150.8999
D5 Statistical and political voice0.3390.200.8055
GEVI = 100 × 0.7490.25 × 0.6910.20 × 0.6060.20 × 0.4950.15 × 0.3390.20
= 56.6

Product of the five terms = 0.5664, so GEVI = 100 × 0.5664 = 56.6, rank 3 of 15. Values are rounded as reported in the source.

Uncertainty and rank sensitivity

The 10,000-draw simulation samples each score with the standard deviation of its grade (6 grade A at 0.02, 3 grade B at 0.06, 4 grade C at 0.12) and draws dimension weights from a Dirichlet distribution centred on the base weights. Median 55.8, 5th to 95th percentile 51.5 to 60.3; blind-spot ratio 4/13 = 0.31. Under 5,000 random weight sets alone, the rank has a median of 3 with a range of 2 to 4.

Source and indicator caveats

I7 is capped at 1 because 86.8% exceeds the 50% benchmark.

Reading the result

The FSM have the highest institutional visibility score in the series (D4 = 0.495) because women hold 37.5% of ministerial posts and 21.4% of congress seats, the highest parliamentary share after Timor-Leste and Palau. The weak points are data and management: only 3 of 12 rows are measured and women hold 18.2% of senior and middle management (2014).

The rank is fragile. Raising data coverage to 9 of 12 rows would add 6.6 points to 63.3, while a refreshed 2009 firm-ownership figure could move D3 in either direction. Under random weights the FSM rank between 2nd and 4th, and the capped 2009 ownership figure supplies 0.333 of D3's 0.606.

Priorities and practical use

The priorities connect the index to actions and named users.

01

Refresh the 2009 and 2014 inputs. Firm ownership, management share and NEET should be re-measured before the ranking is quoted.

02

Publish labour indicators by sex to replace four imputed inputs.

03

Protect what is working. The ministerial share is the strongest single input in the series; tracking it annually keeps D4 evidence-based.

FSM's rank is provisional on data that is 12 to 17 years old for three inputs, so its main data use is to fund the refresh before the score is quoted externally.

Source and scope. Findings, figures and scenarios come from the attached paper. Imputation and older measurements limit the use of rankings. Data coverage and the blind-spot ratio refer to different denominators: 12 core rows and 13 index inputs, respectively.
